4.5 acre butterfly garden open now at Sanjeevaiah Park

The Hyderabad Metropolitan Development Authority (HMDA) inaugurated a Butterfly Garden in Sanjeevaiah Park near Hussainsagar on Thursday .

The garden was developed as Hussainsagar and its surroundings are home to about 50 species of butterflies. The colourful range of shrubs, creepers and trees with flowers attract a large number of butterflies.

The garden was inaugurated by ministers Talasani Srinivas Yadav, K Laxma Reddy , A Indrakaran Reddy and T Padma Rao on the occasion of Telangana Formation Day . A brochure on the attractions in Sanjeevaiah Park was al so released by the ministers. HMDA metropolitan commissioner T Chiranjeevulu said the butterfly garden was designed to create an environment that attracts butterflies and moths as well. The garden was developed in 4.5 acres and plants that attract butterflies have already been planted in the area, the commissioner said.

GHMC mayor Bonthu Rammohan, deputy mayor Baba Fasiuddin and HMDA director (urban forestry) Swargam Srinivas were present.

Monsoon advances further; rain likely in city next week

Pune : Rain and thundershowers are expected in the city between June 6 and 9, the India Meteorological Department (IMD) said on Friday .

Amid light rainfall in parts of the city on Friday , the IMD said, “The maximum and minimum temperatures in the city will hover around 38°C and 24°C respectively in the coming days.“

As per the forecast, the southwest monsoon has further advanced into some more parts of southeast Bay of Bengal and will reach some parts of southwest and east central Bay of Bengal during the next 48 hours.

“Rainfall will decrease over the next 48 hours over south Kerala but rain intensity will increase over west coast during the next four to five days after which the monsoon will be declared,“ said Mahesh Palawat, chief meteorologist at Skymet weather.

As per the IMD, the reason for this advance of southwest monsoon is the likely straightening of cross equatorial flow over Bay of Bengal.

On Thursday , some parts of the city experienced drizzles, while he atwave conditions prevailed only at isolated places over Vidarbha.

Maximum temperature is likely to rise by 1 to 2 degrees over northwest and central India during the next two to three days and the heatwave conditions will prevail at isolated places over Haryana, Chandigarh, Delhi, Punjab, south Uttar Pradesh, Rajasthan, west Madhya Pradesh and Vidarbha, the IMD said.

The pre-monsoon showers brought huge relief to Kolhapur’s citizens on Thursday . Water resource department officials said the catchment areas of Radhanagari and Chitri dams received average rainfall of 17mm. Areas like Satara, Karad and the western region of Sangli received moderate to heavy rainfall from 8pm to 11pm on Thursday

24 killed in clashes between Bose cult & cops in Mathura

The death toll in Thursday’s clash between the police and 3,000-odd members of the Swadheen Bharat Subhas Sena, who claim to be followers of Subhas Chandra Bose, has left 24 dead, among them SP (city) Mukul Dwivedi and station officer (Farah) Santosh Yadav.

All of the 22 others killed in violent clashes that had gone on for hours a day before were part of the cult that was started by a man who called himself Jai Gurudev and first said he was `Netaji’ sometime in 1975.

Embers of razed dwellings inside the Jawahar Bagh, which the Subhas Sena had encroached upon since 2014, could still be seen on Friday when the police fished out 11burnt bodies from the rubble.It was the park which the cops had tried to seize after a high court order asking the encroachers to vacate that led to the bloodshed.

The police also recovered from the site a huge cache of country made weapons that included guns, pistols and live cartridges.

Unconfirmed reports said the toll could be higher as several policemen were still “missing“. Over 100, including cops, were injured in the bloody skirmishes that also saw largescale arson and are being treated at various hospitals in Agra and Mathura. Sources said close to 400 of the rioters have been arrested and are being held in “makeshift“ prisons. Many seem to have escaped in the melee.

The Centre blamed the Uttar Pradesh government for the violence. “Definitely there was lapse,“ minister of state for home Kiren Rijiju said, adding that a report had been sought from the state government on the circumstances leading to the incident.

UP DGP Javed Ahmed arrived at Jawahar Bagh on Friday morning after chief minister Akhilesh Yadav late on Thursday night asked him to rush to the spot. He said Subhash Sena had stockpiled weapons–which both the police and local intelligence units seemed to have no clue about–and the arms confiscated from mem bers of the cult included 45 .315 bore pistols, two 12 bore rifles, a .315 bore gun, swords and knives. The Sena also had with them 200 lives cartridges.

Ahmed said the encroachers, who call themselves `satyagrahis’, resorted to unprovoked firing at the raiding police team, lead by the SP and the SO.

Though in the list of arms and ammunition recovered from the Subhas Sena there was no mention of either grenades or automatic weapons, the DGP said the cult’s members had both. “They fired at us with automatic weapons from vantage points on treetops,“ Javed said, adding, “Ram Briksha Yadav , one of the leaders of the group, is absconding and the National Security Act (NSA) would be invoked against him.

Most AP employees not ready to shift

A majority of employees working in Hyderabad are not keen to move to Amaravati, at least this year.Hundreds of government employees, who assembled at the AP secretariat here on Friday , resolved to request the state government to postpone the shifting by one year.A delegation of government staff met chief secretary Satya Prakash Tucker later and submitted a memorandum seeking postponement of shifting till June 2017.About 500 employees held a meeting to discuss the problems faced by them due to lack of clarity over the proposed shifting.

Some employees raised slogans against the government. They asked the government to come up with a road map. They even pointed that none of the temporary buildings is complete and there is no drinking water and drainage connections at the temporary secretariat.Women employees raised issues of transport and safety as the temporary secretariat is located in remote Velagapudi village. They wanted clear instructions from the heads of departments on proper transport and safe accommodation.

Will Jaya be NDA’s new partner?

The BJP-led NDA may get strengthened at the Centre with the possibility of Tamil Nadu chief minister J Jayalalithaa’s AIADMK joining the ru ling alliance to support the government from outside While the move is only at a preliminary stage, top BJP sources are not ruling out the chances of a tie-up with the southern party which has 39 MPs in Lok Sabha and 12 members in Rajya Sabha and can help with passage of legislations like the GST bill.

Jayalalithaa is expected to be in Delhi and meet Prime Minister Narendra Modi later this month. This would be her first visit to the Capital after her victory in the assembly polls last month, and should lead to clarity on the type of equation she would like to have with the BJP-led alliance.

What is already clear is that she will not join the Modi government. “ AIADMK will not be part of the central regime,“ a senior BJP source said.

AIADMK’s joining the NDA will only formalise an arrangement where it has scrupulously stayed away from joining forces with Congress and Left. One of the occupants of the middle ground that separates the NDA from Congress and Left, it has often helped the government, although indirectly and by avoiding taking positions. Modi, who was invited by Jayalalithaa for her swearingin five years ago, at a time even when BJP’s full-scale allies such as Nitish Kumar were not comfortable embracing him in public, had signalled his posture towards the AIADMK boss by appointing her loyalist M Thambidurai deputy Speaker of Lok Sabha in defiance of Congress’ claim.

While Jayalalithaa, known for zealously guarding her political space, kept a distance from BJP , political circles, both here and in Chennai, said there were a number of factors which could impel her to get AIADMK move away from the position of professed neutrality to an open tie-up with BJP .

Observers said Jayalalitha would need money to fulfil promises which she made to beat DMK in a close contest, and a friendly regime at the Centre would be a help.

While an alliance with AIADMK on the “development plank“ will be very much in accord with the BJP’s desire to pass GST bill early and projecting its political domination by expanding NDA.

Govt orders babus to avoid smartphones

The government has told bureaucrats in all central ministries and departments to use smartphones only as a last resort and in emergency situations to discuss sensitive official work, given the concerns over hacking and data theft, reports Bharti Jain.

The instructions have been reiterated not only for home but also defence, external affairs and other sensitive ministries. “Though it is largely home and defence ministries that routinely handle matters that can directly impinge on national security , the norms for avoiding use of smartphones to process and relay sensitive information will apply to all government departments,“ said an officer. Home ministry and central paramilitary brass have been asked to stick to face-to-face meetings, a closed intra network and landlines.

New medical college gets Centre’s nod

In a welcome move, the Union health ministry has formally granted letter of permission (LoP) to the Telangana state government to start its new MBBS college at Mahbubnagar with an intake of 150 seats for 2016-17.

This will take its total tally of MBBS seats to 1,000 in six state-run medical colleges.

The health ministry also issued LoP to three medical colleges in the state -Gandhi Medical College (GMC), Chalmeda Anand Rao Institute of Medical Sciences and Kamineni Institute of Medical Sciences -to start three superspecialty courses.

These include DM Endocrinology (two seats for GMC), one seat of M.Ch (Urology) at Kamineni Institute of Medical Sciences and one seat of M.Ch Genito Urinary Surgery at Chalmeda Anand Rao Institute of Medical Sciences .

Bihar board cancels results of 2 `toppers’

The Bihar School Examination Board on Saturday cancelled the result of science topper Saurabh Shreshtha and another rankholder, Rahul Kumar, from the stream after their performance was not found up to the mark in a rigorous retest of 13 rankholders of the state intermediate examination.

Kumar, who hails from the Bishun Rai college of Vaishali along with Shreshtha amd arts topper Ruby Rai, is the third topper in the 2016 intermediate cexamination in the science stream.BSEB chairman Lalkeshwar Prasad Singh said, “Rest 11toppers who had appeared for the test as well as interview before an expert team have been found excellent and given clean chit.“

Arts topper Ruby Rai, who could not appear for the re-test on Friday on health grounds, has been given a week’s time to appear before a team of experts on June 11 for authentication of her marks.

Madras HC: Can’t levy tax on accident claim amount

Accident compensation sum and the interest awarded to a victim cannot be treated as income as defined under the Income Tax Act, the Madras high court has said, adding, “social welfare legislation should prevail over taxation legislation.“

Justice M V Muralidaran, passing orders on a petition filed by Tamil Nadu State Transport Corporation (Salem), said: “The question is whether the provisions of Income Tax Act, 1961, and more specifically, whether the compensation awarded by Motor Accident Claims Tribunal (MACT) to the victim can be classified as taxable income under the income tax law? The answer to this question in the opinion of this court is in the negative.“

The matter relates to a revision petition filed by the STC against a tribunal order asking it to return the TDS amount deducted from the compensation package given to a road accident victim.

Chinnadurai was awarded `4.2 lakh as compensation but the transport corporation deducted more than `24,000 as tax. After the claimant raised objections, the lower court directed the transport corporation to deposit `30,774 in Chinnadurai’s account. Challenging it, the corporation filed the present petition. Justice Muralidaran dismissed the petition, and said, “Motor Vehicles Act is a legislation which has been passed with a benevolent intention for compensating accident victims who have suffered bodily disablement or loss of life. Income Tax Act which is primarily intended for tax collection by the state cannot put spokes in the effective and efficacious enforcement of the Act.“

Blaming the interpretation of authorities for the problem, the judge said, “This court arrives at the conclusion that the compensation awarded or the interest accruing therein from the compensation that has been awarded by MCAT cannot be subjected to TDS and the same cannot be insisted to be paid to the tax authorities since the compensation and the interest awarded therein do not fall under the term `income’ as defined under the Income Tax Act, 1961.“
